CDR Kimberley Jones, LSCSW, MPH, BCD

A distinguished leader in the United States Public Health Service, CDR Kimberley Jones has been instrumental in shaping behavioral health programs across the Military Health System. She pioneered the first tri-service Virtual Behavioral Health program and established a sustainable Intensive Outpatient Program for service members and dependents. Recognized for her contributions, she secured the largest behavioral health contract in military history ($100M) and has been honored with multiple military and public service awards, including the Army Meritorious Service Medal and the PHS Outstanding Service Medal.


With extensive expertise in clinical social work, public health, and health administration, CDR Jones is dedicated to advancing mental health services and professional mentorship. She has served in key leadership roles, including Acting Senior Program Management Officer and Geographic Lead for the Department of Homeland Security. An accomplished researcher and speaker, she co-authored "Strong Black Woman vs. Mental Health Utilization: A Qualitative Study" and has presented on provider burnout and leadership. Her unwavering commitment to service, mentorship, and innovation continues to shape the future of military and public health.


CDR Zenja Woodley (Retired), RN,MPH 

CDR Zenja Woodley (Retired) is a highly accomplished Registered Nurse and Consumer Safety Officer with extensive experience in the United States Navy and the United States Public Health Service, whereshe was assigned to the U.S. Food & Drug Administration (FDA) and the Federal Bureau of Prisons (BOP). With a distinguished career spanning 30 years, she has demonstrated exceptional leadership, regulatory expertise, and healthcare proficiency in both military and civilian sectors.


As a Consumer Safety Officer at the FDA from 2002 to 2022, CDR Woodley played a key role in inspecting and investigating FDA-regulated manufacturer facilities and their products, ensuring compliance with required federal safety standards at various locations throughout Southern California. She also served as a Supervisory Consumer Safety Officer and a Compliance Officer, leading a team of 10 civil service staff and collaborating with agencies such as U.S. Department of Agriculture (USDA), U.S. Fish & Wildlife (USFWL), U.S. Consumer Product Safety Commission (CPSC), and U.S. Customs and Border Patrol (CBP) to oversee critical recalls, investigations, and compliance operations.


CDR Woodley’s military service includes three decades as a Commissioned Officer in the United States Navy and the U.S. Public Health Service. In this role, she supervised 15 staff members and provided comprehensive nursing care to military personnel and their families, led health education and disease prevention programs, and collaborated with multidisciplinary teams to enhance community health initiatives.


CDR Woodley holds a Master of Public Health from Walden University (2009), where she earned high honors with a 3.9 GPA, and a Bachelor of Science in Nursing from the University of Southern California (1994).


LaQuinta Haley-Gilliam, LVN, BHA

LaQuinta Haley-Gilliam is a results-driven healthcare professional with over 15 years of experience in healthcare administration, operations management, and patient care. As a Licensed Vocational Nurse with a bachelor’s in healthcare administration, she specializes in leading high-performance teams, optimizing operational processes, and ensuring top-tier patient care and safety. Her expertise spans senior living, consulting, and corrections healthcare, with a strong focus on strategic planning, staff development, compliance, and quality assurance.


Currently serving as the Health Services Director at Sinceri Senior Living, she leads resident care teams in assisted living and memory care, ensuring compliance with regulatory standards while overseeing staff training, service plan development, and medical coordination. She plays a vital role in census growth by implementing marketing strategies and fostering community engagement. Additionally, she works closely with memory care staff to enhance patient experiences through specialized training and program development.


As a Quality Assurance Manager and Consultant at CBQ Consulting, she develops and implements infection prevention programs, ensuring compliance with CMS, CIHQ, and other regulatory standards. She monitors healthcare-associated infections (HAI), quality metrics, and facility protocols while serving as a subject matter expert on infection control.


CDR Trimeka Smith, MSN, RN

CDR Trimeka Smith commissioned into the U.S. Public Health service March 2007. Her career started in Phoenix, AZ with Indian Health Services (IHS), Phoenix Indian Medical Center (PIMC) where she was awarded the opportunity to serve as a Medical-Surgical Nurse caring for American Indians and Alaska Natives. 


In April 2009, CDR Smith transferred to IHSC Houston Contract Detention Facility (HCDF) in Houston, TX, working under the ICE Health Services Corps (IHSC). CDR Smith swiftly advanced from junior to senior clinical nurse, Facility Healthcare Program Manager to becoming Assistant Health Service Administrator. At HCDF, CDR Smith was instrumental in obtaining excellent ratings for all accrediting bodies such as PBNDS, ACA, NCCHC and ODO, to name a few. Her many years at HCDF helped streamline workflows and workloads in response to numerous challenging situations helping the facility to accomplish excellence. September 2021, CDR Smith was selected and joined the IHSC Medical Case Management Unit (MCMU), as the Field Medical Coordinator (FMC) for the ICE St. Paul Area of Responsibility located in Omaha, Nebraska. CDR Smith graduated with a Master of Science in Nursing Administration from the University of Texas at Rio Grande Valley and holds a Bachelor of Science in Nursing from Southern University Agricultural and Mechanical College in Baton Rouge, LA.
